የተጠቀሰው መረጃ፦ የኦሮሚያ ኃይል ወደ አማራ ክልል ለወረራ እየገባ እንደሆነ የሚገልጽ ጽሁፍ ከቪዲዮ መረጃ ጋር በ”X” ማህበራዊ ሚዲያ ተሰራጭቷል

ብያኔ:- ነገር ግን ጽሁፉ የጥላቻ ንግግር ሲሆን የቪዲዮ መረጃው ከአራት አመት በፊት የኦሮሚያ ፖሊስ ምርቃት ስነ-ስርዓት የሚያሳይ በመሆኑ MFC ሀሰት ሲል ፈርጆታል።

በአማራ ክልል በመንግስት  ኃይላት እና በፋኖ ታጣቂዎች መካከል የቀጠለውን ግጭት መነሻ በማድረግ “Tordit- ቶ” የሚል ስያሜ ያለው የ”X” አካውንት  “ይህ ስብስብ ለተዘጋጀበት 10ኛው የኦሮሞ ወረራ ስምሪት ወስዶ ወደ አማራ ክልል በመትመም ላይ ነው። የጭፍጨፋውን ፊሽካ አብይ አህመድ ነፍቶ አስጀምሯል። ይህ ስብስብ ለኮንቬንሽናል ጦርነት አይደለም የተዘጋጀው። የጀኖሳይድ አርሚ ነው።” በማለት አንድ ቪዲዮ አሰራጭቷል (ይሄንን ማስፈንጠሪያ ይመልከቱ)

ተቀማጭነቱን በአዲስ አበባ ኦሮሚያ ክልላዊ መንግስት የሚተዳደረው የኦሮሚያ ብሮድካስቲንግ ኔትወርክ (OBN) አርማ ባለበት በዚህ ቪዲዮ ላይ ከ35 በላይ በሆነ ረድፍ የተደረደሩ የኦሮሚያ ልዩ ኃይል የደንብ ልብስ የለበሱ “ወታደሮች” ይታያሉ።  (ይሄንን ማስፈንጠሪያ ይመልከቱ)

MFC በልጥፉ ይዘት እና በቪዲዮው ላይ ማጣራት አድርጓል። በዚህም መልዕክቱ የተዛባ እና የጥላቻ ንግግር መሆኑን እንዲሁም ቪዲዮው በአሁኑ ወቅት ወደ አማራ ክልል እየገባ ያለ ጦር ነው ተብሎ የቀረበው መረጃ የተዛባ እና ሀሰተኛ መሆኑን አረጋግጧል።

የጥላቻ ንግግር

የመብቶች እና ዴሞክራሲ ዕድገት ማዕከል የተባለ ሀገር በቀል ሲቪል ማህበረሰብ ድርጅት በመጋቢት 2013 ዓ/ም ለህትመት ባበቃው የጸረ ጥላቻ ንግግር እና የተዛቡ መረጃዎች መለያ መመሪያ (ለማንበብ ይሄንን ማስፈንጠሪያ ይጫኑ) የጥላቻ ንግግር ማህበረሰባዊና የዘር ውጥረቶችን እንደሚያባብስ እንዲሁም ለጥቃት እንደሚያነሳሳ ይገልጻል።

ተቋሙ በዚሁ ሰነዱ የጥላቻ ንግግር ተለይቶ የሚታወቅባቸው ባህሪዎች ንግግሩ ማንነት ላይ ያነጣጠረ ፣ ነውጥን የሚያበረታታ ፣ የፍረጃ ቃላትን የያዘ ፣ መልዕክቱ የደረሳቸው ተደራሲያን እርምጃ እንዲወስዱ የሚያበረታታ መሆኑን ይገልጻል።

በመሆኑም በዚሁ የ”X” አካውንት የተላለፈው መልዕክት ብሄር ላይ ያነጣጠረ ፣ ነውጥን የሚያበረታታ እና የፍረጃ ቃላትን በመጠቀም የጥላቻ መልዕክት አስተላልፏል።

ከአውድ ውጪ የተወሰደ ቪዲዮ

ከላይ ከተገለጸው መረጃ ጋር ተያይዞ የቀረበው የቪዲዮ ግብዓት ወደ አማራ ክልል እየገባ ያለ ጦር ሳይሆን የኦሮሚያ ክልል መንግስት ከአራት አመት በፊት የካቲት 29 ቀን 2012 ዓ/ም በቡልቡላ ማሰልጠኛ ማዕከል ለ30 ጊዜ የፖሊስ አባላትን ባስመረቀበት ወቅት የተቀረጸ መሆኑን MFC አረጋግጧል። (ይሄንን ማስፈንጠሪያ ይመልከቱ)

የክልሎችን የልዩ ኃይል አደረጃጀት ለመበተን እና በመከላከያ ሰራዊት ውስጥ ወይንም በመደበኛው የፖሊስ የጸጥታ መዋቅር ውስጥ የማደራጀት ውሳኔ መወሰኑን ተከትሎ በአማራ ክልል የሚንቀሳቀሱ የተለያዩ “የፋኖ” አደረጃጀቶች ውሳኔውን በመቃወም ከፌደራል መንግስት ጋር ግጭት ውስጥ መግባታቸው ይታወቃል።

በክልሉ የተቀሰቀሰው ግጭት ተከትሎ በሐምሌ 25  2015 ዓ/ም በክልሉ እንዲሁም እንደ አስፈላጊነቱ በመላው ኢትዮጵያ ተግባራዊ የሚሆን ለስድስት ወራት የሚቆይ የአስቸኳይ ጊዜ አዋጅ የታወጀ ሲሆን  የህዝብ ተወካዮች ም/ቤት ጥር 24 2016 ዓ/ም ባካሄደው አስቸኳይ ስብሰባ ለተጨማሪ አራት ወራት እንዲራዘም አድርጎ ክልሉ በአስቸኳይ አዋጅ ስር ቆይቷል።

በአማራ ክልል በመንግስት ኃይሎች እና በፋኖ ታጣቂዎች መካከል አሁንም ድረስ በዘለቀው ግጭት የበርካታ ንጹሃን ህይወት ማለፉን ፣ ንብረት መውደሙን እንዲሁም ዜጎች ከቀያቸው መፈናቀላቸውን የኢትዮጵያ ሰብዓዊ መብት ኮሚሽን እና አለም አቀፍ ተቋማት ይፋ አድርገዋል።

Claim: A Tiktok account shared a video claiming Fano militiamen, an armed group in the Amhara Regional State fighting against the Ethiopian government, shot down a helicopter.

Verdict: False. The content was taken from a YouTube channel that produces short military related video games.

A TikTok account with a name Usergojjameeempire, who has 12.6K followers, shared a video with an Amharic text that reads: “Fano can do it, the game has become with BM [BM maybe wrongly referring to BM-21, a self-propelled 122 mm multiple rocket launcher]. Brave. That’s why Birhanu Jula [Ethiopian Field Marshal who is the current Chief of General Staff of the Ethiopian National Defense Force] said we do not have the capacity, and thus, we do not want to fight the Fano” (see screenshot below).

The shared video by “Usergojjameeempire” has received more than 8500 likes and has been shared more than 1230 times.

However, the video used by the account does not support the claim.

MFC used two approaches to verify the claim: (a) observation and (b) use of verification tools.

Observation

After examining the original footage, MFC noticed that the person seen in the video with soldier’s outfit was not what the Fano militiamen often seen wearing. 

Verification Tools

MFC also used the InVid and WeVerify tools to verify if the video had been posted before. The verification led to finding the claimed content from Milsim Tower, a YouTube channel. The channel, which has 483K subscribers, features numerous artificially generated short videos that are related to military, particularly those showing attacks on helicopters (see screenshot below).

Thus, the claimed video by the TikTok account holder was taken from the Milsim Tower channel, which garnered 24K likes (see screenshot below).

Based on the collected evidence, MFC verdict the video that was shared by “Usergojjameeempire” claiming Fano militiamen shot down the helicopter is False.

Context to the Claim

In April 2023, the Ethiopian government announced a plan to integrate Amhara Special Forces and the Fanos into its federal police and military. This announcement unleashed a widespread protests and unrest in the Amhara Regional State.

The crisis escalated in April 2023 when the federal government ordered the Ethiopian National Defense Force (ENDF) to take action against what it said “extremist” elements after “unidentified” armed groups killed Girma Yeshitla, the Head of the Amhara Prosperity Party.

Then, the armed conflict escalated in August 2023, when Fano militiamen took control of several cities and towns in the Amhara Regional State. The Ethiopian government responded by deploying the ENDF to retake the cities. Although the ENDF claimed it has recaptured most of the major cities, there have been still frequent clashes between state security forces and Fano militiamen, and the situation remains volatile.

እቲ ናይ ቴሌግራም ሕታም ብቋንቋ ኦሮሞ “እዚ ኣብ ዞባ ምዕራብ ሃረርጌ ዝርከብ ገዳም ኣሰቦት እዩ። እቲ ጫካ ብሰንኪ እቲ ብብልጽግና ዝተተኮሰ ከቢድ ኣጽዋር ይቃጸል ኣሎ።” ብኣምሓርኛን ድማ “ሓበሬታ፡ ፋሽሽታዊ ብልጽግና [ሰልፊ] ኣብ ዞባ ምዕራብ ሃራርጌ ኣብ ኣሰቦት ብከቢድ ኣጽዋር ዝተሓገዘ ደብዳብ ስለዘካየደ እቲ ጫካ ክቃጸል ጀሚሩ ኣሎ። ሰራዊት ሓርነት ኦሮሞ ጫካ ብምዕናው ኣይስዓርን እዩ።” ዝብል እዩ።

ስእሊ 1፡ ነቲ ዝተባህለ ምንዳድ ጫካ የርእዩ እዮም ተባሂሎም ዝተዘርግሑ ስእሊታት።

ይኹን እምበር ካብተን ሰለስተ ነቲ ኣበሃህላ ንምድጋፍ ዝተጠቐሙ ምስልታት እቶም ክልተ ግዜኦም ዝሓለፎምን ናይ ሓሶትን እዮም። እቲ ካልኣይን ሳልሳይን ስእልታት ቅድሚ ዓመታት ኣብ ማሕበራዊ መራኸቢታት ከምዝተዘርግሐ ተረጋጊጹ ኣሎ።

እቲ ካልኣይ ስእሊ ብ26 መጋቢት 2021 ኣብ ፌስቡክ ዝተዘርግሐ ኮይኑ፡ ‘ገላና ጋሮምሳ’ ብዝተባህለ ህቡብ ናይ ኦሮሞ ሙዚቀኛ ናይ ፌስቡክ ኣካውንት ምስ ካልኦት ኣርባዕተ ምስልታት ኣብ ክልል ኦሮምያ ምዕራብ ሸዋ ወረዳ ጅባት ባርዕ ጫካ የርኢ እዩ ዝብሉ ሓበሬታ ኣለዎ።

ኣብ ፌስቡክ ልዕሊ 986 ሽሕ ተኸታተልቲ ዘለውዎ ገላና፡ “እቲ ዝነድድ ዘሎ ጫካ ኣብ ዝተወለድኩሉ ቦታ ዝርከብ ጫካ ጅባት ይበሃል” (ኣብ ታሕቲ ካብዘለዉ ስእሊታት፡ ኣብ ታሕቲ-ጸጋም ዘሎ ምስሊ ርአ) ክብል ጽሒፉ።

ይኹን እምበር፡ ሓቅነት ናይቲ ቀዳማይ ምስሊ ክረጋገጽ ስለዘይከኣለ፡ መልቲፋክትቼክ እቲ ስእሊ ነቲ ዝተብሃለ ሓበሬታ ይድግፍ ድዩ ኣይድግፍን ከረጋግጽ ኣይከኣለን።

እዚ ሓበሬታ ኣብ ማኣሕበራዊ ሚድያ ዝተጋወሐ ኣብ መንጎ መንግስቲ ኢትዮጵያን ሰራዊት ሓርነት ኦሮሞን ዕጥቃዊ ግጭት ይካየደሉ ኣብ ዘሎ እዋን እዩ። ነቲ ግጭት ብሰላማዊ መንገዲ ንምፍታሕ፡ ኣብ መንጎ መንግስትን ሰሓኦን ዘተ ክግበር ፀኒሑ እዩ።

ኣብ ሚያዝያ/ግንቦት 2023 ኣብ ታንዛንያ ከተማ ዛንዚባር ብሽምግልና ኬንያን ኖርወይን ዝርርብ ሰላም ተኻይዱ ኔሩ እዩ። ቀዳማይ ዙርያ ዝርርብ ብዘይስምምዕ እኳ እንተተዛዘመ፡ ክልቲኦም ወገናት ኣወንታዊ ስጉምቲ ከምዘሎን ኣብ ገለ ጉዳያት ኣብ ሓባራዊ ምርድዳእ ከምዝበጽሑን ሓቢሮም ኔሮም።

Claim: A Telegram channel alleged that Ethiopian army soldiers fired artillery into a forest in Hararghe, causing the forest to burn.

Verdict: Partly False due to the use of two outdated images in the claim.

A  Telegram channel with the name KMN (which is Kush Media Network – assuming from the logo) forwarded three images from another user named Jabeessaa Qeerroo claiming that Ethiopian army soldiers fired artilleries into a forest in Hararghe of the Oromia Region, causing the forest to burn.

The Telegram channel of KMN has 12,000 subscribers, whereas of Jabeessaa’s has 23,137 subscribers. The forwarded images were viewed by more than two thousand people.

The text that was written in Afaan Oromo reads: “This is around the Asebot Monastery in the West Hararghe [Zone]. It is burning because of the heavy weapons fired by the PP [Prosperity Party – the ruling party in Ethiopia]”. The user also wrote in Amharic, stating: “Information: The fascist Prosperity [Party] is destroying the forest in Asebot in West Hararghe Zone with heavy weapons and the forest has started to burn. The Oromo Liberation Army will not be defeated by destroying the forest” (see screenshot below).

However, two of the three images used to support the claim were outdated. Pictures at the bottom-left and at the bottom-right were found to have been previously published on social media in 2021.

The Image at bottom-left, for instance, was posted on Facebook on March 26, 2021, by a well celebrated Oromo musician Galaana Gaaromsaa, along with four other images claiming to show a forest fire in the Jibat woreda, West Showa Zone of the Oromia region. Galana, who has over 986,000 followers on Facebook, wrote: “The forest that is burning is called Jibat Forest located in my birth place” (see image at bottom-right in the screenshot below).

Similarly, the image at the bottom-right, which was forwarded by KMN, was posted by Wanaw Media on its Facebook page (with 30K followers) on March 22, 2021, alongside other images. The text in the post states that a wildfire had occurred near Asebot Monastery in West Hararghe Zone of the Oromia region (see screenshot below).

Yet, the authenticity of the first image at the top of the two others, which was forwarded by KMN, could not be verified, and MultiFactCheck (MFC) was unable to confirm whether it supported the claim or not.

Therefore, MFC rated the claim as partly false due to the inclusion of two old and misleading images.

Context

The claim arises amidst ongoing armed conflict between the Ethiopian government and the Oromo Liberation Army (OLA).

The Oromo Liberation Army (OLA) served as the armed wing of the Oromo Liberation Front (OLF) until 2018. However, since 2018, the OLA and the Ethiopian government have been engaged in armed conflict, marked by reports of widespread clashes. Efforts to resolve the conflict peacefully have included discussions and talks between the government and the OLA.

Peace talks were held in Zanzibar, Tanzania, in April/May 2023, mediated by Kenya and Norway. Although the first round of talks concluded without a resolution, both sides acknowledged positive progress and reached a common understanding on some issues.

A second round of talks took place in Dar es Salaam, Tanzania, in November 2023, attended by representatives of both the government and the OLA leadership. Despite facilitation by the US, IGAD, Norway, and Kenya, the talks ended without a peace deal.
